Healthcare systems around the world are under severe pressure towards change. On one hand, developing countries are counteracting with primary healthcare services delivery and control of communicable diseases. On the other hand, developed countries are trying to control the expansion in the health sector. Moreover, due to the increase in the aging population, chronic diseases are replacing the communicable diseases in developing countries. This burden of disease also fuels the need for health human manpower. Furthermore, budget constraints and constant growth in health service expenditure necessitate rational use of limited resources.
Being one of the production factors, human resource is the most essential element in labour intensive sectors like health sector. Building health facilities or providing medical equipment shall have no meaning without the human resource. Therefore, the best combination of all these components should be ensured and services should be delivered in the most efficient and effective way. To this end, human resources planning is one of the most significant component of an organization or a health system. The human resources planning is a dynamic process and should be appraised from a strategic point of view. Without monitoring the internal and external environment factors, distribution of manpower only by standard figures or normative ratios reduces the efficiency of resource utilization.
This research goes beyond the traditional health manpower planning methods and uses the benchmarking method for health human manpower planning. In this study, manpower is assessed with other service inputs and manpower planning is realized by taking into account the workloads endured to produce the outputs.
