E-government concept maybe defined as the use of information technology bygovernment agencies to deliver services to the citizens in a better way. Iraqigovernment, like other governments, tried to benefit from e-government services.Vocational schools are one of the formations affiliated to the Ministry of Educationin Iraq and specifically to the General Directorate of Vocational Education which isone of the largest directorates in this ministry. Its main objective is to educate andgraduate students in the professional and vocational fields. Despite the benefits of egovernmentparadigm, still there is no clear vision for how to adopt it in theeducation sector. This work presents which and how e-services should be developedand deployed in Iraqi vocational schools by analyzing the requirements andpreferences of the service contributors and consumers. We have identified eightstakeholders in vocational schools and developed eight different questionnaires foreach. They were verified and implemented then hypotheses were conducted toextract information from the respondents. After analyzing the hypotheses, it wasfound that the human resource allocation was important for the participants becauseof its effect in reducing time and effort for school’s administration and staff. Invaddition, automatic access to the results of the examinations is found to present thehighest priority and importance among other services for the families of students. Forstudents, automating registration process is reported to have high priority for them.The results also revealed that most of the participants prefer website services as themain technology to communicate with vocational schools
