This thesis studies the effects of federalism in the Somalia where ethnicity is over the ruleof law and no peace is expected without clan supremacy. The thesis mainly focuses on theethnic conflicts in the northern regions of Somalia particularly the self nominated rivalstates of Somaliland and Khaatumo. The study also gives priority the opinions and thethoughts of the federal government of Somalia to conflicting groups. The study finds that,according to the ethnic or clan supremacy in the country, federal restructuring may lead toethnic conflicts as well as later brings renegotiations among the ethnic as a traditionalfactor in the Somali culture and leads to political participation among to a long lastingpolitical stability eventually.
