Nuclear Weapons which are known generally as weapons that take their energy fromnuclear reactions and weapons that have more powerful effects than conventionalweapons. Different definitions of the nuclear weapons can also be made. The commonpoints of all of the definitions are as follows: These weapons take their energy fromnuclear reactions such as fission and fusion. They can affect a big part of the land,apart from their blast property. They also have deadiy effects such as heat, radiationand pressure. Besides, a part of their effects may continue for decades.It is seen that a few countries have important roles in the area of nuclear weapons frompast to nowadays. According to Non Proliferation Treaty in 1968 about inhibition ofthe spreading of nuclear weapons, five countries (USA, Soviet Unions, England,France and China) have nuclear weapons and six countries (Argentina, Brazil, India,Israel, Pakistan and South Africa) are threshold countries. During these negotiationsother six countries (Iran, Irag, Libya, Taiwan, North and South Korea) are assumedsuspected countries with varying degrees in time.The concepts such as Massive retaliation, flexible response, selective targets, secondstrike capacity and limited nuclear war, have gone to the fore a tool of preventivediplomacy as being dissuasive strategy in specific periods of Cold War. Theseconcepts, which have gone to the fore densely in years of Cold War, continue to bementioned together with nuclear weapons. Here, the mostiy mentioned topic is theconcept of dissuasiveness which makes passive, inhibits specific functions andenterprise. However, another effect of nuclear weapons is the power of persuasion andsanction. On the other hand, the functions owing to this persuasion power attractedattention as functions that generally remained in the area along with the disaster thatwere inhibited by the dissuasiveness.A distinct topic in the theme of nuclear weapons is disarmament. The concept ofdisarmament is being singed together with nuclear weapons because of its meaning.Therefore, this concept should be mentioned when speaking about conventionalweapons. In this respect, the concept of disarmament became a subtitle of the scienceof international relations because of its meaning and the mutual relations caused byivdisarmament. In fact, ahead of this, nowadays in the light of present conjuncture theconcepis of nuclear weapons and disarmament include lots of subjects which can notbe distinguished with certain lines. In Cold War years, the dreadful armament processbetween two sides, reached the level which could damage to sides and also wholeworld. The disarmament process which has begun in ihose years, also today asimportant as in the past, and also sometimes is discussed in a wider sphere.From this point of view, the study deals with the definition of nuclear armament, thedevelopments in the world about nuclear arsenal from the past to the present, and theinternational agreements and studies on nuclear disarmament from the past to thepresent.
